The 7th Pay Commission introduced a simplified Pay Matrix in a single-page tabular format, covering all pay scales and annual increments for approximately 40 lakh Central Government employees. This structured approach makes it easy to determine pay fixation during promotions and check basic pay at any stage without complex calculations.

Going forward, future Pay Commissions may only need to revise and update the Pay Matrix for salary adjustments rather than making extensive structural changes.

The 7th Pay Commission aimed to simplify the process of determining the salaries of Central Government Employees by eliminating complex calculations. To achieve this, the Commission introduced a structured Pay Matrix, which consists of Levels and Cells. This tabular format ensures a transparent and systematic pay fixation process, making it easier for employees to understand their salary structure.

How Pay Matrix Replaced Sixth CPC Pay Structure

At the time of the constitution of the Sixth Central Pay Commission (VI CPC), there were approximately 35 standard pay scales in existence. The VI CPC merged many of these pre-revised scales to create 19 grades, distributed across four distinct pay bands. Additionally, it introduced four standalone scales, including the Apex scale (fixed) for Secretary/equivalent and a separate fixed scale for the Cabinet Secretary/equivalent.

The concept of Grade Pay was introduced primarily as a fitment benefit, but it also played a role in determining levels within a pay band. Following the implementation of the VI CPC recommendations, the pay structure for civilian employees comprised four pay bands with 15 levels of Grade Pay, alongside four distinct scales—namely, the HAG scale, HAG+ scale, Apex scale (fixed), and the Cabinet Secretary scale (fixed).

This structure remained in effect until the introduction of the Seventh Central Pay Commission (VII CPC), which replaced the system of Pay Bands and Grade Pay with a new Pay Matrix. The Pay Matrix brought about a more structured and transparent pay progression system by defining pay levels clearly, ensuring a uniform increment system, and eliminating disparities between different pay bands.

The Pay Matrix has been designed to address the evolving employment landscape, where increased competition for talent necessitates attracting and retaining the best professionals in government services. Recognizing these changes, the Commission introduced a new pay matrix that replaces the previous system of grade pay with clearly defined levels.

Before the implementation of the Sixth Central Pay Commission (VI CPC), government employees were placed in specific pay scales. The VI CPC introduced running pay bands along with grade pay, which served as a status determiner. However, with the recommendations of the Seventh Central Pay Commission (VII CPC), the pay structure has been further refined. The new system introduces a structured Pay Matrix with distinct levels, where the assigned level now determines an employee’s status within the hierarchy.

Index of Rationalisation IOR used to differentiate Pay bands

The existing pay bands in the Government of India are designed to categorize employees based on their roles and hierarchy. PB-1 is designated for Group ‘C’ employees, PB-2 for Group ‘B’ employees, and PB-3 onwards for Group ‘A’ employees. Any promotion from one pay band to another represents a significant career progression, as it often involves a transition from one employee group to another.

To ensure a fair financial progression between these pay bands, a process of rationalisation has been implemented. This rationalisation is based on the principle that as an employee moves up the hierarchy—from Pay Band 1 to 2, 2 to 3, and beyond—there is a corresponding increase in role complexity, responsibilities, and accountability.

To reflect this, an 'Index of Rationalisation' (IOR) has been applied from PB-2 onwards. This ensures that the financial increments associated with each promotion are reasonable and proportionate to the additional duties undertaken at each level. The revised pay structure integrates this principle, enhancing the entry pay for each level corresponding to successive grade pay in every pay band from PB-2 onwards.
